The PADME Affair

In March 2008, the Government (Ministry of Finance) of Benin relieved the director and Board of Directors of their positions within the MFI PADME.

This action was undertaken as a result of a decision taken by the Council of Ministers on the 5th of March 2008 which itself was based on conclusions of an appraisal which was financed by the Government of Benin. The appraisal was conducted between August and September of 2007.

The decision was widely publicised by the government even before PADME was given the opportunity to refute the accusations or to justify the findings.

PADME's management tried to justify themselves and the staff went on strike.

Following these events, AMT studied the case of PADME and decided to write an open letter to the Beninese authorities.

On the 18th of September 2008, the Supreme Court of Benin ruled against the dismissals of PADME's director, Mr René Azokli, and that of the President of the Executive Office. The Court proclaimed that these dismissals were in breach of Benin's constitution.
